How to count phone calls as Google Ads conversions

If half your leads arrive by phone and your Google Ads account only counts form fills, your bidding is optimising toward the wrong half. Smart Bidding pushes budget at whatever it can measure. Calls it cannot see are calls it will not buy.
The fix is offline conversion import: your call tracking tool reports each call back to Google Ads, attached to the click that produced it.
What actually happens
- A visitor clicks your ad. Google appends a click ID (GCLID) to the URL.
- Your tracking script stores that click ID and shows the visitor a session-level tracking number.
- The visitor calls. The call, its duration, and the stored click ID are captured together.
- The call is sent to Google Ads as a conversion on that click.
From Google’s side, this conversion is indistinguishable from a form fill. It joins your conversion column, feeds Smart Bidding, and shows up per campaign and per keyword.
Decide what counts
Do not send every ring. A 12 second wrong-number call is not a lead, and teaching the bidder that it is will buy you more of them. A duration threshold - 60 seconds is a common starting point - filters most noise. First-time callers only is a stricter option.
What changes
Accounts that add call conversions usually discover their real cost per lead is much lower than reported, because the denominator doubles. Budget then shifts toward keywords that produce calls - often the urgent, high-intent searches - and away from keywords that only produce browsing.
Measure the phone, and the ads follow it.
